Description of Service: For highly motivated women who MUST DEMONSTRATE A WILLINGNESS TO REHABILITATE and participate in the program.  GED prep and parenting in-house, all other referrals through network at counseling center.  Overt commitment to family reunification.  Children can visit on weekends.  Future program to include direct child participation.

Length of Participation: 6 months.

Primary Service Provided: Sexual Offender Treatment

Type of Service:  Group Therapy 

Judicial Stage: Pre-disposition. Eligibility/target offense, felony, misdemeanor and probation/parole. Serving all courts. Restrictions, sex offenders on probation.

Description of Service: Specialized treatment for men who are going to plea to a sex offense.  Program works in conjunction with the Probation Department.

Length of Participation: Clients must agree to a thorough evaluation, and accept responsibility for his/her sexually offending behaviors.  The length of participation depends on the length of probation sentence.

Additional Program Information: Sexual abuse is a traumatic and damaging experience for victims, their families, and the community.  Treatment for sexual offenders is a vital intervention which has been shown to reduce recidivism and the risk of re-offending.  The goal of the Sexual Offender Management Program is for participants to gain the tools to prevent sexually aggressive and assaultive behaviors.

There is a fee charged for all services associated with the Sexual Offender Management Program. Many times insurance covers the cost of treatment for adolescent participants and adults who have Medicaid insurance.  For clients without insurance a sliding fee scale is available. All adult sexual offenders are required to contribute toward the cost of their treatment program.

Primary Service: Defender based advocacy.  Preparation of defense-based sentencing reports for defendants upon referral from attorneys.  Reports include alternatives to incarceration reports for probation eligible defendants; mitigation  reports for defendants convicted of mandatory sentences that recommended the minimum allowable sentence authorized by statue; parole reports for parole violators that recommended reinstatement or parole supervision with strict conditions.

Judicial Stage: Pre-sentence/pre-dispositional for presentation to judges at sentencing. Serving all courts except Family Court. Eligibility target offenses, felony, misdemeanor and probation/parole violations.  Restricted to individuals facing a sentence/ incarceration of at least 90 days.

Description of Service: Assists defense counsel in preparing individualized pre-sentence memoranda for court presentations. May suggest assessment/ treatment for chemical dependency or mental health problems vocational rehabilitation; residential alternatives/community service and/or supervision; and financial restitution. Clients should demonstrate motivation to rehabilitate.  Must allow 4-6 weeks for background investigation. 

Attorneys must make referral to the program for the defendant.  They must provide the program with the following documents: criminal history, SCI or indictment, arrest reports, defendant and victim statements, probation/parole violation reports in appropriate cases, psychiatric/psychological and forensic evaluations, and any other pertinent legal documentation.

Assigned attorneys must contact Assigned Counsel Program for an authorization form that must be signed by the presiding judge within ten days of the referral to the program.  Work will not be started on an assigned case until authorization form is received.

Fees starting at $400 based on a sliding fee scale are charged to private clients.  Payment must be made in full prior to submission of sentencing report to the court.  Plans will not be submitted to court until payment is made in full. Client acceptance discretionary.

Description of Service: Client must have documents (psychiatric evaluation or school records) proving developmental disability, e.g. mental retardation, learning disability, cerebral palsy, epilepsy, or autism.  Services include pre-trial assessment, intensive supervision, court advocacy and intervention, assistance with vocational training, counseling, mobility training and specialized probation.  Goal, to avoid detention for DD person, assist with court appearances and provide community supervision.

Description of Service: Free parenting workshops for parents and guardians of elementary/adolescent children, infant and toddlers. Parents are encouraged to be child's primary educator in attitude and behavior. Led by trained facilitators. Provides manuals covering topics of communication, discipline, self-esteem, nurturing, peer pressure, problem solving and home/school cooperation. School program emphasizes teaching 23 skills in 3 main areas. Self-concept/self-esteem, rules, rights, responsibility; decision making/program.

Description of Service: Provides neutral mediation to families, court-ordered to develop an appropriate visitation agreement suitable to all parties.  A child-focused mediation service, this program develops agreements based upon the best interests of the child and parents are taught to remove their child from the middle of the battle.  Provides supervised setting where visitation can take place free from custodial interference.  Reports reflecting quality of visit and progress sent to referring judges.

Description of Service: Services are structured to offer individual treatment goals for each client by reducing symptoms of mental illness, promoting a crime free lifestyle, and assisting clients toward becoming productive members of the community.  Provides intensive outpatient counseling to the mentally ill offender released or eligible for release from legal, penal or mental hygiene systems.

Description of Service: Handles cases for persons who are mentally retarded. Wide range of legal concerns include government entitlements, special education placement, guardianship, family law, and criminal matters. Heritage Centers provides individual and family support services including case management, counseling referrals, and  applications for residential placement. Has variety of vocational programming, operates community residences and supported apartments.

Description of Service:  Provides criminal court judges with information regarding a defendant to facilitate release prior to a determination of guilt or innocence. The Program offers a number of services to meet our goal of reducing unnecessary incarceration while maintaining public safety. 

The components of this program include pre-trial screening and assessment to determine client eligibility for release on recognizance, release under supervision and release on bail expediting in cases where bail has been set but the defendant is unable to raise the bail. The Release Under Supervision Program focuses on defendants in need of intensive drug and/or alcohol treatment. Project staff are expected to screen all pretrial detainees. 

An interview is conducted which uses a standardized format to gather information about the defendant including linkages to the community and names and telephone numbers of others who can provide or verify information. Staff contacts relatives and friends of the defendant. When supervision is required for the defendant, staff maintains regular contact. 

The Program accepts responsibility for advising released individuals of upcoming court dates and may refer those in need to applicable human service agencies.

Description of Service: Probation Officer/pre-trial representatives interview detainee and make recommendation regarding, pre-trial release to judge/courts.  Based on availability of place to live, stability of support, family/community ties, prior criminal history, prior failures to appear in court for hearings on criminal matters, prior contracts with Probation Department or Community Services.  Electronic monitoring used in selected cases or as ordered by the court.

Description of Service: Transitional home environment and intensive human services for women. Develops client-oriented treatment and training plans that includes individual and group counseling, educational, vocational and job training, employment placement service, self actualization skills, linkage with community resources, housing and related follow-up services up to 1 year. 150 women served in residential and resource components.

Length of Participation: 60 day minimum
